Clipper START - Transit Discount Program

Discounted transit fares for low-income adults in the San Francisco Bay Area using the Clipper card. Provides 20% discount on most Bay Area transit agencies including BART, Muni, AC Transit, Caltrain, and others.

Eligibility requirements

  • Adults 19-64 in the Bay Area with income at or below 200% FPL
  • Must apply with income verification and receive a Clipper card loaded with the discount
  • Not available for seniors or youth who qualify for other fare programs.
