Community Living Assistance and Support Services (CLASS) Waiver

Texas Medicaid waiver funding home and community-based services for individuals with related conditions other than intellectual disability (such as cerebral palsy, spina bifida, autism, or traumatic brain injury) who would otherwise require care in an Intermediate Care Facility for Individuals with Intellectual Disabilities. Services include habilitation, respite, nursing, occupational and physical and speech therapy, adaptive aids, home modifications, dental, and behavioral support. Family members can be paid caregivers through Consumer Directed Services. Interest list wait times are among the longest in the country - often a decade or more in heavily populated regions. Eligibility requirements

  • Texas resident of any age with a related condition (not primary diagnosis of intellectual disability) with onset before age 22 that results in substantial functional limitations in three or more areas of major life activity. Must meet ICF/IID level of care. Income at or below 300% SSI Federal Benefit Rate ($2,982 per month in 2026 individual). Countable assets at or below $2,000.
