Home and Community-based Services (HCS) Waiver

Texas Medicaid waiver providing comprehensive long-term services for individuals with intellectual or developmental disabilities (IDD) who would otherwise require institutional care. Services include 24-hour residential support (host home or group home), day habilitation, supported employment, respite, nursing, therapies, behavioral support, adaptive aids, and dental. Family members may be paid as caregivers through Consumer Directed Services (legally responsible parents of minor children excluded). Texas has over 311,000 people on combined IDD waiver interest lists, one of the largest waitlists in the country. Apply at any age regardless of current need.

Eligibility requirements

  • Texas residents of any age with intellectual disability or related condition with onset before age 22, who meet ICF/IID level of care criteria. Income at or below 300% SSI Federal Benefit Rate ($2,982 per month in 2026 individual). Countable assets at or below $2,000. Call your Local IDD Authority or 1-877-438-5658 to join the interest list.
