Texas Home Living (TxHmL) Waiver

Texas Medicaid waiver for individuals with intellectual or developmental disabilities who live in their own home or family home and need limited support to remain there. Smaller annual cost cap than HCS, designed for less intensive support needs. Services include respite, day habilitation, employment assistance, supported employment, nursing, occupational and physical and speech therapy, adaptive aids, dental, and minor home modifications. Family members may be paid through Consumer Directed Services. Same combined IDD interest list as HCS, CLASS, and DBMD - apply once to be on all relevant lists.

Eligibility requirements

  • Texas residents of any age with intellectual disability or related condition with onset before age 22, ICF/IID level of care, who live in their own or family home (not group home or institutional setting). Income at or below 300% SSI Federal Benefit Rate ($2,982 per month in 2026 individual). Countable assets at or below $2,000.
