Medically Dependent Children Program (MDCP) Waiver

Texas Medicaid waiver providing in-home and respite care for medically fragile children and young adults under age 21 who would otherwise require nursing facility care. Helps families keep their child at home rather than in an institutional setting. Services include in-home and out-of-home respite, flexible family support, adjunct support services, transition assistance, and minor home modifications. Parents and other family members may be paid as caregivers through Consumer Directed Services. Coordinated through STAR Kids managed care. Has its own interest list separate from the IDD waivers.

Eligibility requirements

  • Texas residents under age 21 with a disability who meet medical necessity criteria for nursing facility care (MN/LOC). Income at or below 300% SSI Federal Benefit Rate ($2,982 per month in 2026), counting only the child's income (parental income generally not counted). Countable assets at or below $2,000 in the child's name.
