Deaf Blind with Multiple Disabilities (DBMD) Waiver

Specialized Texas Medicaid waiver serving Texans of any age who have legal blindness, deafness, and at least one additional disability. Provides intervener services (specialized one-on-one communication and orientation support that is not available through any other Texas Medicaid program), residential habilitation, day habilitation, employment support, respite, nursing, therapies, adaptive aids, and behavioral support. Family members may be paid through Consumer Directed Services. Smaller program with a more focused interest list than CLASS or HCS, but still significant wait times.

Eligibility requirements

  • Texas residents of any age with documented deaf-blindness (or condition that will result in deaf-blindness) and one or more additional disabilities. Must meet ICF/IID level of care. Income at or below 300% SSI Federal Benefit Rate ($2,982 per month in 2026 individual). Countable assets at or below $2,000.
