Texas Weatherization Assistance Program (WAP)

Free home energy efficiency improvements to reduce monthly utility bills and improve comfort and safety. Services typically include attic insulation, air sealing, weatherstripping, duct sealing, HVAC tune-up or replacement, water heater replacement or insulation, refrigerator replacement (if energy hog), and health and safety repairs. Average value of services per home is approximately $5,000 to $8,000. Available to both homeowners and renters (with landlord consent). Administered through Community Action Agencies covering all 254 Texas counties.

Eligibility requirements

  • Texas resident with household income at or below 200% FPL, OR automatic eligibility through SNAP, TANF, SSI, or CEAP enrollment. Priority given to households with elderly, disabled, or children under age 6, and households with high energy burden. Renters need landlord written consent. Often a multi-year wait list - apply early.
