Energy Crisis Intervention Program (ECIP)

The emergency component of LIHEAP. Provides fast-track utility assistance to households facing disconnection within 24–48 hours or who have already lost service. Processed faster than standard LIHEAP — often within days.

Eligibility requirements

  • Same income eligibility as LIHEAP — at or below 150% FPL
  • Active disconnection notice, disconnect within 48 hours, or service already off
  • US resident

If you have a shutoff notice, call your local Community Action Agency today and say 'I have an energy crisis' — those words trigger ECIP processing rather than regular LIHEAP intake. Keep the notice in hand. Many agencies can authorize payment directly to your utility within 48 hours.
